Why did Penelope get shot?
The UnSub tricked Garcia into thinking he had a crush on her in the previous episode, but the BAU think he's been stalking her for a while and that he tried to kill her because he thought she was stalking him as she kept moving cases to the top of the priority list that he was involved in.
In the episode "Lucky", Garcia is shot by Jason Clark Battle (Bailey Chase), with whom she went on a date.

The rest of the episode proceeds as normal save for Garcia's sitcom-esque panic that she slept with Morgan as a terrible rebound. She didn't, as Morgan tells her later with an amused smile.
Garcia eventually becomes involved with an old flame, Sam. In the final episode of season 15, "And In the End..." , Luke Alvez asks her out for dinner, an offer which she happily accepts.
Jason Clark Battle is a supporting antagonist in the Criminal Minds episode "Lucky", and the main antagonist of the episode "Penelope". He is a serial killer who wants to become famous, and shoots and critically injures Penelope Garcia, the technical analyst for the FBI's Behavioral Science Unit (BAU).
After all, the season 15 finale found Penelope saying her goodbyes to the team and leaving for another job.
Garcia goes to visit Greg Baylor, who is on death row following an attempt on her and Reid's lives, along with various other crimes. The event which lead to his arrest was only a few months prior to this, meaning Baylor would've been arrested, tried, convicted, sentenced and executed in this short span of time.
Penelope left so that she could put her hacking skills to good use at a Silicon Valley-based private research company fighting against the climate crisis.
What episode does Reid get kidnapped?
In (Season 2, Episode 15) "Revelations", Tobias Hankel (James Van Der Beek), a psychotic serial killer, kidnaps Reid, drugging and torturing him over the course of two days before he is rescued.
In season ten, Gideon is murdered off-screen by serial killer Donnie Mallick (Arye Gross).

The Billy Flynn character played by Tim Curry in this and the next episode (the first of Season 6) is at least loosely based on real-life serial killer Richard Ramirez, who terrorized Los Angeles (the setting for these episodes) from 1984-1985.

While Reid accepted the fact that they would never be together, it must have still been difficult for him to continue working with JJ. So, as part of his therapy, he likely realized that the best way to move on was to physically distance himself from her, hence Reid leaving the BAU.
Why did Aaron Hotchner leave?
In episode 12.6 titled "Elliott's Pond" it is revealed that Hotchner is leaving his post as longtime head of the BAU after discovering that serial killer Peter Lewis (Bodhi Elfman) is stalking Jack. Hotchner decides to enter the Witness Protection Program with his son to keep him safe.
Kelly Kruger guest-starred as Kelly Seymour, the one who eventually dies.
She first appeared in the pilot episode of Criminal Minds, "Extreme Aggressor." She divorced Hotch and took Jack with her during the third season and continued appearing throughout the series, until her death at the hands of George Foyet in the Season Five episode of the series, "100".
Sarah Jacobs was Jason Gideon's girlfriend and a recurring character on Criminal Minds until her death at the hands of prolific serial killer Frank Breitkopf.
At the Season 4 episode "... And Back", the Reaper surprises Hotchner at his house and shoots him off-screen. In Season 5, Hotchner is rushed to the hospital, although under Morgan's name, an attempt by the Reaper to legally declare Hotchner dead.
